On behalf of the entire Committee, Chairman Georges congratulated Chief Spaulding on her election to NYSACOP 3rd Vice President and wished her well on her future endeavor.

- NYS TAP Committee/DRE Issues:
NYSACOP GTSC LEL Galerie reported that the next meeting of Impaired Driver Council is scheduled for October 25, 2025. He also stated that there are 2 Recognizing the Cannabis Impaired Driver classes coming scheduled; 1 on September 16th in Cheektowaga and 1 on September 30th in Poughkeepsie.
Chairman Georges reminded the Committee there is a DRE class scheduled for October 2025.
- Legislative Update (Deadly Driving Bill & NYS Senate #3662):
Chairman Georges reported that the Deadly Driving Bill once again did not pass through the legislature. There was discussion on possible future strategies going forward. Chairman Georges also reported that NYS Legislative Bill 3662 did not pass either however, the state of Connecticut did pass legislation significantly limiting the scope and ability for police officers to make traffic stops.
Chairman Georges updated the TSC members on the status of the NYSACOP Warning Ticket initiative with NYSP/TraCS, and discussed future strategies going forward.
NYSACOP GTSC LEL Galerie reported that DCJS is exploring the possibility of purchasing new laptops for the police academies across the state for recruits to learn how to use the TraCS system. DCJS is also considering the possibility of having the entire TraCS system move under their agency’s area of responsibility.
- Traffic Safety Engagement and Crash Data Review:
Director Tantalo discussed the status of the Monroe County Traffic Safety Council and the recent press conference held June 25th announcing a Traffic Safety and HVE Speed Initiative partnership between GTSC and the Rochester Red Wings AAA baseball team. TSSC Denz thanked the Director for his efforts assisting GTSC re: putting the press event together and speaking on NYSACOP’s behalf during the event.
Commissioner Jackson reported on several recent crashes involving e-bikes and bicycles in Nassau County. He related there has been a significant uptick of e-bike usage in the Nassau County communities that have a low economic demographic, as the individuals who reside there are choosing e-mobility over automobiles. Inspector Regina stated that Suffolk County is experiencing the same situation.
Chairman Georges stated that e-mobility inquiries are currently the highest topic the NYSACOP Traffic Safety Team is fielding. TSSC Denz reported that the team is currently working with GTSC and the NYS Bicycle Coalition to deliver a law enforcement e-mobility training course across the state as the demand is extremely high. One of those classes was posted for July 24th in Monroe County and it was filled within a day of the posting. A second class was immediately offered for July 25th and is almost to capacity.
Chief Spaulding reported on a recent fatal crash involving a pedestrian in her jurisdiction.
- Outreach to Regional Chiefs of Police Associations & Major City Chiefs:
TSSC Denz reported that he has recently attended the Erie, Western New York and the joint Nassau/Suffolk regional association meetings. He thanked Commissioner Jackson for getting him an invitation to the Nassau/Suffolk meeting.
NYSACOP GTSC LEL Galerie reported that the FY26 grant application window has closed and that all that were submitted have undergone the GTSC first step review. Almost all were approved and advanced to step 2 and he anticipates will proceed through the process with little or no issues.
NYSACOP GTSC LEL Galerie also reported on recent staffing replacement and continuing reorganization efforts at GTSC. He also reported that DMV Deputy Commissioner Mary Tanner-Richter has begun holding monthly LEL staff meetings which is improving communications and efforts.
Chairman Georges stated that the relationship between NYSACOP and GTSC remains strong and continues to progress in a positive direction.

Chairman Georges reviewed this event and stated that he and TSOL Geraci will be attending.
- New York State Ignition Interlock Conference, August 14, 2025, Empire State Plaza Convention Center, Albany, N.Y.
Chairman Georges reviewed this event and stated NYSACOP GTSC LEL Galerie will be attending.
- DCJS Public Safety Symposium, Empire State Plaza Convention Center, Albany, N.Y., September 16-18, 2025:

- New York State Highway Safety Symposium, Lake Ontario Event & Conference Center, Oswego, N.Y., October 14-17, 2025:
Chairman Georges reviewed this event and stated that he and TSSC Denz will be presenting at the conference.
- E-Bikes, Ride Outs, Dirt Bikes & ATVs:
Chairman Georges initiated discussion on future strategies for TSC involvement in this area as it continues to currently be a high-priority issue for law enforcement agencies across the state. He suggested the TSC work with the TS Team to put together an informational packet for distribution to agencies who inquire about solutions/initiatives in the area of alternative mobilities and also post same on the NYSACOP website. Additional information to follow.
NYSACOP GTSC LEL Galerie addressed the recent DMV “P” memo regarding the mandatory reporting of crashes involving e-mobility vehicles and how the reporting should be placed on a MV104 Crash Report form.
TSSC Denz again announced the NYS E-Transportation, Bicycle & Pedestrian Law & Safety for Law Enforcement Officers trainings being offered in Monroe County July 24th and 25th.
- NYS Attorney General Proposes Reforms to Address Dangerous Police Vehicle Pursuits:
Chairman Georges reviewed the recent announcement by the NYS Attorney General proposing reforms re: police vehicle pursuits. He also stated he was pleased with newly elected NYSACOP President Paul Oliva’s platform of working on advancing legislation increasing the penalty for illegally fleeing from the Police from a class “A” Misdemeanor to a class “D” Felony.
- Traffic Safety Activities and Training Courses:
Chairman Georges reviewed all traffic safety training courses currently posted.
NYSACOP GTSC LEL Galerie stated that he has put in a request with GTSC to attend the NYS/Canada FBINA Annual Training Conference being hosted in Saratoga, NY. He also stated that DCJS is planning on developing a courtroom testimony training involving the NYS TSRPs as instructors.
Chairman Georges reported on the Zone 10 NYSACOP Traffic Safety Points of Contact meeting which was held in Cheektowaga, N.Y. on June 5th and the issue that was discussed by the participants regarding the emerging use of artificial intelligence by officers to complete their reports.
Chairman Georges reported on the Michelin Data Collection program being used by the Washington State Patrol which captures the speed of vehicles in an area by tracking their cellphones and uses the data to assist with target locations for enforcement. Chairman Georges discussed a recent email from the Amherst Police Department which contained charts to identify temporary state registration plates. TSOL Geraci stated there are several repositories that law enforcement can search to obtain related current information such as AAMVA.

Chairman Georges discussed the possibility of inviting NYS TSRP Beth Solek to attend a future TSC meeting.

Chairman Georges encouraged the TSC to contribute or perhaps invite a guest author to submit an article.

Chairman Georges commented that it was nice to have an in-person meeting and polled the TSC members for a date for the August meeting. After discussion all agreed on Wednesday, August 20, 2025 at 11:00 A.M. via Zoom.
