LEL Galerie stated that there was nothing new to report.
TSSC Denz reported that there is a new training posting for a DWI Detection and Standardized Field Sobriety Testing Instructor Course, hosted in Onondaga County in March 6, & 10-12, 2025.
Chairman Georges discussed the positive feedback and continued inquiries we have been receiving since conducting the Oral Fluid Testing Users Group webinar. Nothing additional to report.
LEL Galerie stated that the next meeting of the NYS Oral Fluid Workgroup will be held January 28, 2025.
- Agencies Using Warning Tickets:
Chairman Georges stated that there is nothing new to report.
- New Jersey Police Traffic Officers Association:
Chairman Georges reported that the team recently had a conference call with NJPTOA where they gave an overview of their operation. He informed the committee re: the NJPTOA and its basic mission and operation.
TSOL Geraci played a traffic safety roll-call video developed by the NJ Association of Chiefs of Police and discussed it with the TSC members. He stated that he would forward the video to the group.
Chairman Georges stated NYSACOP recently entered a partnership with a vendor who develops such videos, and he is exploring the possibility of having them create a traffic safety video for NYSACOP.
Inspector Regina updated the TSC members on the status of the SCPD officer who was recently struck by an intoxicated driver. He also updated the TSC on the continuing efforts and impact of the SCPD Street Takeover Task Force.
Commissioner Jackson reported on the continuing problem of crashes involving pedestrians in his jurisdiction.
- Outreach to Regional Chiefs of Police Associations & Major City Chiefs:
TSSC Denz reported on his attendance at the Erie County Association of Chiefs of Police regional meeting. He also informed the TSC about the recent departure of City of Buffalo Commissioner Joseph Gramaglia.
- Traffic Safety Engagement and Equity in Enforcement Programs:
Nothing new to report.
LEL Galerie advised the TSC members that the GTSC FY26 grant application notification is due to come out on, or about March 1, 2025. He also updated the group on his continuing efforts to get certified as a Cannabis Driver Recognition trainer.
TSSC Denz updated the TSC members on the status of the NYSACOP/GTSC FY25 grant.

- NYSACOP New Chiefs Training: March 24-28, 2025, Niagara Falls, N.Y.
Chairman Georges reported that the NYSACOP Traffic Safety Team is once again conducting a presentation at this training.
Chairman Georges reported that the conference will be held on April 9-10 in Syracuse and that registration for the conference is now open.
TSSC Denz stated that he sent the TSC members the registration link, all acknowledged they received it.
- NYSACOP Annual Conference, The Kartrite Resort & Indoor Waterpark, Monticello, N.Y., July 13-16, 2025:
Chairman Georges asked the TSC members to save the dates not only to attend but also because traditionally, he tries to schedule in-person TSC meeting at the conference. More to follow as the Conference approaches.
- NYSACOP Traffic Safety Services Review of Camillus PD:
Chairman Georges informed the TSC members of this new program the NYSACOP Traffic Safety Team is providing. Chief Schreyer of the Town of Camillus PD, and the sitting NYSACOP Zone 7 Representative, has invited us to conduct a review of his traffic safety services operation. The team is scheduled to meet with Chief Schreyer and his staff on Tuesday January 28th. Chairman Georges will report on the review process next TSC meeting.
- NYSACOP Zone 7 Points of Contact Meeting:
Chairman Georges informed the TSC members of the NYSACOP Traffic Safety Team’s plan to host in-person meetings for those enrolled in the Traffic Safety Points of Contact program. The first such meeting is scheduled for January 29, 2025, in the Syracuse area. Chairman Georges will report on the event at the next TSC meeting.
- Traffic Safety Activities and Training Courses:
LEL Galerie informed the TSC members of his role on the Walk, Bike, and Roll Conference planning committee. Next Conference will be sometime 2026.
Chairman Georges reminded the TSC members of the NLEOFM 4th Quarter webinar is which is scheduled to take place at 2:00 P.M. on this date.
Chairman Georges reviewed upcoming training courses that have been announced.
TSSC Denz informed the TSC members about a news article posted by IACP regarding the University of Colorado-Boulder research and development program attempting to create a roadside breath screening device for cannabis.
Chairman Georges reported that he recently attended a Transportation Research Board (TRB), Traffic Law Enforcement Committee meeting where the Denver, CO PD discussed the issues of parking enforcement and the direct correlation to bicycle and pedestrian crashes. Commissioner Jackson reported that he has experienced the same issues reported by Denver PD and concurs that there is a correlation between the two.
LEL Galerie discussed automated enforcement efforts blossoming around the State and how that might impact future retention of agencies’ traffic units. Commissioner Jackson further pointed out that by removing the human component through automated enforcement, the ability to conduct further investigation into the violation is taken away, thereby eliminating the possibility of discovering potential criminal activity. Inspector Regina informed the TSC members that while the trend in NYS is to increase automated enforcement, Suffolk County just ended its red-light camera program.
LEL Galerie also discussed the confusion caused in the delineation, or lack thereof, of school zone and work zone times as it relates to enforcement.
Chairman Georges discussed the trend of cities reducing their jurisdictional speed limits to 25 mph.

Chairman Georges polled the TSC members on their availability for a February TSC meeting. After discussion, all agreed on 11:00 A.M. Thursday February 20th via Zoom.
